【主讲人介绍】
郭海博士，2003年获得爱荷华州立大学公共管理硕士，2007年获得佐治亚州立大学经济学硕士，2008年获得佐治亚州立大学和佐治亚理工大学联合培养的公共政策研究博士学位。现任教佛罗里达国际大学公共管理系副教授，博士生导师。主要研究领域为地方政府公共预算，财政管理，包括预算制度和财政政策，预算过程中的公共参与，财政危机下的地方政府财政管理，和公共基础设施财政。论文发表于Journal of Public Administration Research and Theory, American Review of Public Administration, International Public Management Journal, Journal of Public Budgeting and Finance, Journal of Public Budgeting Accounting & Financial Management, Public Money and Management, Municipal Finance Journal, Review of Public Personnel Administration, Public Works Management & Policy, Public Procurement， and Public Finance Management. 2014年至今担任Journal of Public Budgeting Accounting & Financial Management的责任编辑。
